(RSG) appreciates <br />the opportunity to provide this proposal to perform engineering services related to the County's <br />construction and demolition debris (C&D) landfill. <br />SCOPE <br />Per our discussions, the work involved will consist of two phases as described below. <br />is Phase 1 - Evaluation of Future Options: <br />The first phase will be the performance of an evaluation of future options for the County's <br />construction and demolition debris (C&D) landfill. The focus of the evaluation will be to <br />consider whether to continue operations of the existing C&D landfill unit beyond the June 30, <br />2008 implementation date of the State's "new" C&D landfill rules (15A NCAC 13B .0531 - <br />.0547) or to close the existing landfill unit in accordance with the pre-existing (or `old) rules <br />(15A NCAC 13B .0501 -.05 10) and transfer C&D waste out-of-County via the existing Waste <br />Management transfer station. We understand that a key point in this evaluation will be the <br />consideration of the amount of waste brought to the facility by the NC DOT and the amount of <br />the tipping fee (if any) that may be paid by the NC DOT. <br />As part of the evaluation, RSG will set up spreadsheet budget estimates for the following two <br />options: <br />1. Continued operation of the County's active C&D landfill unit until reaching permitted <br />grades; and <br />2. Continued operation of the County's active C&D landfill unit through June 30, 2008 and <br />closing in accordance with pre-existing rules. <br />For Option 1, RSG will evaluate the required tipping fee income from NC DOT generated waste <br />and/or required tipping fee adjustments for other waste to achieve a break-even annual cost. <br />RSG will summarize the evaluation in a letter report which will include our recommendations. <br />Should the result of the evaluation of future options conclude that closure is in the best interest of <br />the County, RSG will prepare a letter request to extend the County's current permit through June <br />14 N.
