Lee County Industrial Park-Phase 2-Compliance Plan <br />ECS Proposal No. 06.10208, June 25, 2007 <br />ESTIMATED FEES <br />ECS will provide the described scope of services for the following estimated fees: <br />Task I -Compliance Plan $4,500.00 <br />Task 2 - Meeting with ACOE and NCDWQ <br />$1,250.00 <br />Total Estimated Fee for Tasks 1-2 <br />ASSUMPTIONS <br />• The final plan for compliance will be based on approval of the compliance plan by ACOE/DWQ (Task <br />2 above), and therefore will be provided under a separate Scope of Services. <br />• Traditional professional surveying and engineenne services (e.g., base , <br />provided by others . app ❑'tiou) will be <br />• If wetland/stream delineation and verification is required, ECS will provide these services under a <br />separate Scope of Services. <br />• If an after the fact Section 404/401 permit is required, ECS will provide permitting services under a <br />separate Scope of Services. <br />• ECS will not be responsible for any notices of violation issued by ACOE/DWQ, or for payment of anv <br />fines associated with the notices of violation. <br />SCHEDULE OF WORK <br />We can begin this project immediately upon receipt of your written Authorization to Proceed (ATP). We <br />anticipate that Task 1 will be completed withal fifteen to twenty business days (weather dependent) of receiving <br />your A] P. Task 2 will, be conducted as soon as possible based on the availability of USACE/NCDWQ <br />personnel. <br />ADDITIONAL SERVICES <br />If additional services are required, ECS will provide these services at the appropriate unit rates shown on our <br />2007 fee schedule. We offer a range of geotechnical, construction materials testing and environmental <br />investigation services (Phase I ESA's, asbestos removal, air quality, etc.) in addition to the following design and <br />permitting services: <br />Wetlands/Waterways/Water Quality/Wildlife Permittin <br />• Section 404/401 Permit Applications and Processing <br />• DWQ 401 Water Quality Certifications and Isolated Wetlands Permit Applications <br />• DWQ and/or Municipal Buffer Zone Compliance and Permits <br />• Division of Land Resources (DLR) Sedimentation and Erosion Control Permits <br />• "Pennits By Design" Conceptual Site Planting <br />• LID-BMP Stormwater Management Design (Runoff Control and Water Quality Protection) <br />• Wetland/Stream Mitigation Design (Restoration, Enhancement, Creation) <br />• Wildlife - Rare Species Surveys, Impact Assessments and Pennit Applications <br />Meetines <br />Other than as described under our Scope of Services (see Task #2 above), meetings are not included in this <br />proposal.
