This proposal contains our understanding of the project <br />infomtabon, proposed scope of services, estimated fees, activity schedule, and authorization requirement. <br />PROJECT UNDERSTANDING <br />On April 3, 2006, representatives from the US Army Corps of Engineers (ACOE) and North Carolina <br />Division of Water Quality (DWQ) inspected the subject property. Based on this site inspection Lee County <br />® was verbally informed that project construction was not fully in compliance with its Nationwide 14 Permit <br />(Permit ID # 200320086). TI)e following Scope of Services is based on bringing the project back into <br />compliance with the permit. <br />SCOPE OF SERVICES <br />Task I - Compliance Plan <br />ECS Scientists will develop a preliminary plan to assist the County in obtaining compliance with their Section <br />404 Nationwide 14 Permit for road crossings in Lee County Industrial Park, Phase 2, The plan will include plans <br />for impact reduction, restoration at temporarily impacted crossings, and a conceptual mitigation plan. The <br />rmtigation plan will potentially be a combination of on-site stream preservation, and payment into the North <br />Carolina Ecosystem Enhancement Plan (EEP), based on what will be the most economically feasible. <br />Task 2 - Meeting with ACOE and DWQ <br />ECS Scientists will meet with agencies to get approval for the preliminary plan for compliance with the Section <br />404 Nationwide 14 permit. Issues include reduction of impacts where feasible, restoration at permanently <br />impacted crossings, restoration at temporarily impacted crossings, and compensatory mitigation for perennial <br />streams which were permanently impacted but not being restored. <br />I' <br />y0pl Glemoond .Avenue.
