eou 15 ?Alu J7 3 <br />the Rules of Procedure adopted by the Board of Commissioners for Lee <br />County pursuant to North Carolina General Statue 153A-41 on December <br />21, 1992. The Rule states that "the County Manager shall include on <br />the agenda of each regular meeting at least fifteen (15) minutes for <br />comments or questions from the public in attendance". After much <br />discussion Commissioner Dossenbach moved that the article (Rule 10) <br />be stricken from the new rules and anyone wishing to speak before the <br />Commissioners would contact the County Manager and asked to be placed <br />on the agenda. Upon a vote, the results were as follows: <br />Aye: Dossenbach, Matthews and Reives <br />Nay: Garner, Paschal and Wicker <br />The Vice Chairman ruled the motion failed to carry by a majority <br />vote. Commissioner Dossenbach asked that the matter be placed on the <br />next agenda for further discussion when the full Board would be <br />present. <br />The Board considered the 1993-1994 Section 18 application for <br />funding from the North Carolina Department of Transportation. Pam <br />Adams, Director of Senior Services appeared before the Board and <br />answered questions. After some discussion Commissioner Dossenbach <br />moved to approve the request of $64,241 in federal funds and $13,766 <br />in state funds for administration and capital expenses from the North <br />Carolina Department of Transportation, and to approve the following <br />resolution: <br />RESOLUTION <br />Applicant Seeking Permission To Apply for Section 18 Funding, <br />Enter Into Agreement With The North Carolina Department <br />of Transportation and to Provide the <br />Necessary Assurances <br />WHEREAS, the North Carolina Department of Transportation has <br />received a grant from the US Department of Transportation authorized <br />by Section 18 of the Federal Transit Act of 1991, as amended, to <br />provide assistance for rural public transportation projects; and <br />WHEREAS, the purpose of these transportation funds is to provide <br />grant monies to local agencies for the provision of rural public <br />transportation services; and <br />WHEREAS, Article 2B of Chapter 136 of the North Carolina General <br />Statues and the Governor of North Carolina have designated the North <br />Carolina Department of Transportation (NCDOT) as the agency <br />responsible for administering funds received through Section 18 of <br />the Federal Transit Act of 1991; and <br />3 <br />
