After some discussion Commissioner Matthews moved to <br />approve the Planning Board's recommendation to rezone the land from <br />Residential Agricultural District to Residential Restricted District. <br />Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered Rule # 10 of the Rules of Procedure of the <br />Board of Commissioners. Raymond and Mary Brookins of Lower Moncure <br />Road appeared before the Board and asked that Rule # 10 (informal <br />public comments) be left in the Rules of Procedure. Chairman <br />Stafford read a prepared personal statement in reference to the <br />informal public comments asking that the Board strike the informal <br />public comments from the Rules of Procedure. After much discussion <br />commissioner Dossenbach moved that Rule 10 be stricken from the Rules <br />of Procedure and to follow the procedure that anyone at anytime may <br />appear before the Board of Commissioners after the Agenda has been <br />published by contacting a commissioner or the County Manager, and to <br />strike Item 3 on Rule 11 relating to informal public comments. Upon <br />a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Reives, Stafford and Wicker <br />Nay: Paschal <br />The Chairman ruled the motion had been adopted by a six to one <br />vote. <br />The Board discussed a settlement of a 1991 tax bill from Capitol <br />Broadcasting Company, Inc. Chairman Stafford moved the value of <br />$1,500,000 be placed on the property. Upon a vote, the results were <br />as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Stafford altered the Agenda at this time to allow a <br />report from a private citizen on the status of the Airport Project in <br />Holly Springs. Mr. Raymond Brookins of Lower Moncure Road gave a <br />report on the proposed Holly Springs Airport and answered questions <br />of the Board. <br />2 <br />
