boos 15 w, 24 <br />1 70 3 <br />The Board considered a resolution supporting "Local Financial <br />Security" Legislation. Commissioner Matthews moved to approve the <br />following resolution: <br />RESOLUTION <br />WHEREAS, the North Carolina Association of County Commissioners <br />is supporting the enactment of a bill tentatively entitled "An Act to <br />Give Local Government Units More Financial Security and Restore <br />Growth to State-Collected Local Revenues and Tax-Sharing Funds"; and <br />WHEREAS, one purpose of the bill is to provide for automatic <br />distribution of reimbursements of local revenues lost by General <br />Assembly action and taxes that are local revenue sources but <br />collected by the State; and <br />WHEREAS, another purpose of the bill is to remove the freeze on <br />the amounts of the state-collected local revenue funds which would be <br />distributed to local governments with the results that local <br />governments would lose only the growth from the current biennium that <br />was withheld in order to balance the State's budget; and <br />WHEREAS, while the action taken by the General Assembly may have <br />been necessary to bring the State through its recent difficulties, it <br />created significant problems for local government units and created a <br />great deal of insecurity in local revenue sources; and <br />WHEREAS, it is the opinion of the Board of Commissioners for the <br />County of Lee that the proposed legislation represents a significant <br />effort to deal with these problems; <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners for <br />the County of Lee as follows: <br />Section 1: The Board of Commissioners support fully the <br />efforts of the North Carolina Association of County Commissioners to <br />secure enactment of the act tentatively entitled "An Act to Give <br />Local Government Units More Financial Security and Restore Growth to <br />State-Collected Local Revenues and Tax-Sharing Funds". <br />Section 2: That the aforementioned bill addresses problems <br />of vital importance to units of local government. <br />Section 3: That the legislative delegation representing <br />Lee County in the General Assembly is requested to vote for and <br />support enactment of aforementioned bill. <br />Upon a vote, the results were as follows: <br />3 <br />
