Commissioner Garner moved to approve the <br />Water Plant budget amendment # 03/08/93/14, a copy of which is <br />attached to these minutes and by this reference made a part hereof. <br />Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an award contract for the management of <br />solid waste in Lee County. County Manager William Cowan discussed <br />with the Board the contracts received and answered questions. The <br />following submitted proposals for the solid waste contract: <br />Addington Environmental, Inc. <br />Charlotte, North Carolina <br />American Refuse Systems, Inc. (ARS) <br />Pinehurst, North Carolina <br />Browning-Ferris Industries (BFI) <br />Whitsett, North Carolina <br />Chambers Development Company, Inc. <br />Wadesboro, North Carolina <br />VEDCO Energy Corporation <br />Houston, Texas <br />After much discussion Commissioner Garner moved to authorize the <br />committee to sign and formulate the contract and award the contract <br />to American Refuse Systems, Inc. (ARS). Upon a vote, the results <br />were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered zoning recommendations of the Planning <br />Board. Interim Planning Director Bob Joyce presented several <br />recommendations from the Planning Board. He stated the Planning <br />Board unanimously recommended approval of Marvin Berryman's petition <br />to rezone 113.4 acres of land at 4236 Colon Road from Residential <br />Agricultural District to Residential Mixed Conditional Use District <br />for the location of one additional manufactured home. Commissioner <br />Matthews moved to accept the Planning Board's recommendation. Upon a <br />vote, the results were as follows: <br />023 <br />9 <br />
