015 <br />BOOK 15 PACE f i21 <br />Following dinner, with all members present, commissioner <br />Dossenbach moved that the Board hold joint public hearings with the <br />Lee County Planning Board on matters of mutual concern as advertised <br />and scheduled for this date and time. Upon a vote, the results were <br />as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Chairman invited the Planning Board Members to join the <br />Commissioners for the joint public hearings. Mr. Bob Joyce, Interim <br />Planning Director, and Ms. Leisa Powell, Planner I, presented the <br />following: <br />A. Petition by American Refuse System (ARS) to rezone from <br />Residential Agricultural District to Light Industrial Conditional Use <br />District approximately 10 acres of land beginning at a point <br />approximately 1400 feet west of the intersection of Cumnock Road and <br />Cotten Road for the location of a solid waste transfer station. <br />Mr. Greg Peverall, Vice President of American Refuse System <br />explained to the Boards the reasons for asking for the petition <br />request. <br />The following individuals spoke in opposition to the request: <br />R.W. Craig, 615 McNeill Road; Max Hall, 5537 Cumnock Road; Evelyn <br />Spivey, 5544 Cumnock Road; Craig Lentz, representing Cumnock Baptist <br />Church; Richard Volz, 1200 Valley Road; Hazel Tysor, 5324 Cumnock <br />Road; Eddie Taylor, Jr., 5312 Cumnock Road; Rev. Eric Davidson, 5109 <br />Briarwood Drive; Billy Searcey, Cotten Road; Bill Gibson, 730 Cotten <br />Road; Ann & Bill Willett, 5529 Cumnock Road; Carmen & Kevin Bryant, <br />1010 Northview Drive; and Jonathan Burns, 5445 Cumnock Road. <br />B. Petition by Charles Brown to rezone from Residential <br />Mixed District to Highway Commercial Conditional Use District 6.01 <br />acres of land at 304 Country Estates Drive for the location of a <br />beauty shop. <br />Mr. Charles Brown spoke in favor of the rezoning request. <br />No one spoke in opposition to the request. <br />Commissioner Garner moved to close the public hearings.
