Much discussion took place over the two hour session, <br />with various public members present. Commissioner Reives moved to <br />place $700,000 of the proposed 1993-94 budget in a capital outlay <br />reserve fund until such time as the Board of Education can give a <br />clearly defined plan as to how the money will be used and is approved <br />by the Board of Commissioners, and a plan of action be submitted for <br />the over-crowding of the middle schools. Upon a vote the results <br />were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The chairman ruled the motion had been adopted unanimously. <br />Chairman Stafford moved to recess the meeting for dinner and to <br />reconvene at 7:00 P.M. for the scheduled public hearings. Upon a <br />vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and <br />the meeting recessed in keeping with the motion. <br />The meeting reconvened at 7:00 P.M. in the Gordon A. Wicker <br />Community Conference Room at the Lee County Government Center, <br />Sanford, North Carolina, with Commissioners Dossenbach, Garner, <br />Matthews, Paschal, Reives, Stafford and Wicker in attendance. <br />Chairman Stafford called the meeting to order and presided. <br />Commissioner Dossenbach moved that the Board hold a joint public <br />hearing with the Lee County Planning Board on matters of mutual <br />concern as advertised for this date and time. Upon a vote, the <br />results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Chairman invited the Planning Board members to join the <br />Commissioners for a joint public hearing. Mr. Bob Joyce, Interim <br />Planning Director presented the following: <br />A.
