4~OK ~'S p1;CCf 'L38 <br />017 <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives and Stafford <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request from the Coalition to Improve the <br />Quality of Life in Lee County for a one time request of $10,000. <br />Rev. Richard Hobson, Carolyn Spivey and Beth Foushee discussed with <br />the Board various projects and needs of the request. After some <br />discussion Commissioner Paschal moved to grant the one time <br />allocation of the full $10,000 ($5,000 if the City of Sanford will <br />match the $5,000) for FY 1993-94. Upon a vote, the results were as <br />follows: <br />Aye: Garner, Matthews, Paschal, Reives and Stafford <br />Nay: Dossenbach <br />The Chairman ruled the motion carried with a five to one vote. <br />The Board considered the 5-year Capital Improvement Budget Plan. <br />County Manager William Cowan informed the Board the Finance Committee <br />had recommended the plan and a public hearing had been held. The <br />following discussions were centered around the budget: <br />Commissioner Garner made the the following statement, "I don't mean <br />to be an advisorial role against the new airport although I still <br />have some reservations about the direction Lee County is going with <br />it and the amount of money they are pouring into what I consider at <br />this point a rat hole. I don't want to do anything that will defer <br />economic growth for Lee County but I also don't want to throw money <br />away that I consider to be very scarce at this point and time on <br />something that has a very tenuous success possibility - in my <br />opinion." He further stated "I have some real reservations about the <br />way Lee County is putting money into it in light of the situation <br />that we find around the state." <br />Commissioner Reives made the following statement also concerning <br />the airport: "I'm very concerned about the Airport Authority not <br />providing this Board information as to where we are or where we are <br />headed and to how soon we are going to get there. I'm not <br />comfortable with the idea that we are sort of playing it by ear as <br />best I can tell because I haven't seen anything to the contrary, and <br />until such time as a more organized effort is made to keep this Board <br />member truly informed of where we are, what commitments we've <br />received, both federal and state, for the entire program." He <br />further stated "I want it clearly understood that until there is more <br />accountability for where we are in this project I have no intention <br />of offering my support." After much discussion Commissioner Reives <br />moved that airport money of $150,000 be frozen at this time. Upon a <br />vote, the results were as follows: <br />2 <br />
