Commissioner Garner moved to close the public hearing for the J.R. Williams request. Upon a vote, the results were as follows: Aye: Garner, Matthews, Paschal and Wicker Nay: None The Vice-Chairman ruled the motion had been adopted unanimously. The Board considered a Resolution to declare property surplus and authorize leasing of property. Commissioner Paschal moved to approve the following Resolution: RESOLUTION AUTHORIZING EXECUTION AND DELIVERY OF LEASEHOLD AGREEMENT BETWEEN COUNTY OF LEE AND J.R. WILLIAMS WHEREAS, the County of Lee is the owner as depicted on the map of Pine Ridge Develop Surveyor, in Map Book 3, Page 55, Lee County WHEREAS, the County of Lee has not made since its conveyance by deed dated July 22, Book 434, Page 75, Lee County Registry; and of Lots 46, 47, and 49 nent by Floyd W. Womble, Registry; and use of said property 1989, and recorded in WHEREAS, the County of Lee as a part of a Community Development Block Grant Program proposes to lease said property to J.R. Williams for a period of ten (10) years with the annual rental being the payment of the ad valorem taxes on said property to enable Mr. Williams to place a mobile home on said property and to vacate his present substandard dwelling home; and WHEREAS, public notice was given in conformity with the requirements of N.C. General Statute 160A-272 and N.C. General Statute 153A-176 of a public hearing on the question of whether or not the Board of Commissioners should authorize said lease; and WHEREAS, said public hearing has been held and no opposition to the granting of such lease was presented; and WHEREAS, the Board of Commissioners has determined that the said property will not be needed by the County for the term of the lease; and 11 10
