04 <br />Boos 15 Parr 339 <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered quotes for the HVAC system testing and <br />balancing procedures for the Courthouse/Jail Project. County Manager <br />William Cowan recommended The Phoenix Agency, Inc. be awarded the <br />contract at a cost of $16,500.00. Other bids received were: <br />Joseph M. Gamewell Associates, Inc. $23,142.00 <br />Test and Balance Corporation $17,250.00 <br />Commissioner Paschal moved to accept the low bid for The Phoenix <br />Agency, Inc. at $16,500.00. Upon a vote, the results were as <br />follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a change order to the Magistrates office at <br />the new courthouse. County Manager William Cowan discussed with the <br />Board the changes needed. Commissioner Paschal moved to authorize <br />the change order for the Magistrates area in the amount of $7,049.00. <br />Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Resolution for the Smart Start Program. <br />Carolyn Spivey from the Coalition to Improve the Quality of Life in <br />Lee County was present and discussed the program. Commissioner <br />Paschal moved to approve the following Resolution: <br />RESOLUTION ENDORSING "SMART START" PROGRAM <br />WHEREAS, North Carolina has been ranked by the National Kids <br />Count Data Book as 39th in the Nation on the health and well being of <br />children; and <br />WHEREAS, everyday in North Carolina 3 babies die, 67 children <br />are abuse or neglected, 45 families are started by teens, and 38 <br />teenagers drop out of high school; and <br />WHEREAS, North Carolina's 6.9% increase in juvenile crime is <br />more than twice the national increase of 3.4%; and <br />4 <br />
