BOOK 15 Fnr_E 355 <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Hazard Communication Policy for Lee <br />County. Warren Lee, Emergency Services Director, explained to the <br />Board the necessity and importance of the County having a policy. <br />After some discussion commissioner Garner moved to approve the Hazard <br />Communication Policy, a copy of which is attached to these minutes <br />and by this reference made a part hereof. Upon a vote, the results <br />were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered risk control recommendations for the Arts <br />Center from Sedgwick James of the Carolinas. County Manager William <br />Cowan discussed the following recommendations that were made: <br />93-1: all utilities to the building (electricity, <br />natural gas) be disconnected. <br />93-2: all ground floor windows below the stone decorative <br />band (approximately first floor level, on average <br />ten feet above ground) be securely boarded up. Due <br />to higher ground along Steele Street, away from the <br />auditorium, recommended the first floor windows <br />in this area be boarded up as well. <br />All doors, especially those with windows, should be <br />securely locked if not already adequate. <br />93-3: recommend that all window-mounted air <br />conditioners be removed to reduce possible means <br />of unauthorized entry and to remove their <br />"attractive nuisance" for purpose of theft. <br />93-4: recommend that the shrubbery be cut back to <br />reduce the screen it provides in several spots to <br />potential trespassers. <br />93-5: recommend that the sheriff be requested to provide <br />additional patrols for the building. <br />After some discussion Commissioner Matthews moved to support the <br />above recommendations of the insurance carrier Sedgwick James of the <br />Carolinas concerning risk controls for the Arts Center.
