r <br />coos 15 4+~5 p? <br />the Commissioners for the new air conditioners installed at the <br />school, copies of which are attached to these minutes and by this <br />reference made a part hereof. <br />The Board considered a Proclamation declaring October as <br />"National Disability Employment Awareness Month". Commissioner <br />Reives moved to approve the Proclamation, a copy of which is attached <br />to these minutes and by this reference made a part hereof. Upon a <br />vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered the offer of the Lee County Community Arts <br />Group to give the County two thousand two hundred and fifty dollars <br />($2,250.00) if the County would match the gift and employ Leland and <br />Associates, P.A., to make a thorough site visit/inspection of the Lee <br />County Arts Center building and provide the county with a written <br />report of its recommendations and an estimate of the cost for such <br />corrections. Messrs. David Brooks, Chief Building Inspector; Tommy <br />Mann, Sr., Chairman of the Renovation Committee of the Arts Center <br />group; and Roderic Leland, Jr., of Leland and Associates, P.A., <br />appeared before the Board and answered questions. After much <br />discussion, Commissioner Paschal moved to exempt this project from <br />the provisions of Article III (d), Chapter 143, General Statutes of <br />North Carolina, for the reason that the estimated professional fee is <br />in an amount less than $30,000.00 for the proposed project. <br />Commissioner Paschal explained that such action would allow the Board <br />to select an architect or engineer without issuing a Request for <br />Proposals for architectural or engineering services. Upon a vote, <br />the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Stafford and Wicker <br />Nay: Reives <br />The Chairman ruled the motion had been adopted by a six to one <br />vote. <br />Commissioner Reives made the statement, "We're looking at different <br />things and there is no way to make a logical and rational decision on <br />what we are talking about when we're out in left field". <br />After further discussion, Commissioner Garner moved that upon receipt <br />of $2,250.00 from the Lee County Community Arts Group that the County <br />appropriate $4,500.00 for the purpose of employing Leland and <br />Associates, P.A., to make a thorough site visit/inspection of the Lee <br />County Arts Center Building and provide a written report of its <br />recommendations in conformity with the City of Sanford's Building <br />2 <br />
