coos r15 ~~,~r <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />J <br />DECEMBER 6, 1993 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened at 1:00 P.M. on Monday, <br />December 6, 1993, in the commissioner's Room, Lee County Government <br />Center, 106 Hillcrest Drive, Sanford, North Carolina. Those present <br />were Commissioners John R. Dossenbach, Jr.; F. Hubert Garner; Bertha <br />L. Matthews; Nathan E. Paschal; Robert T. Reives; William C. <br />Stafford, Jr.; and Gordon A. Wicker. <br />Chairman Stafford presided and the following business was <br />transacted: <br />County Attorney K. R. Hoyle delivered the invocation. <br />The Chairman announced that the first order of business was the <br />election of a Chairman for a one year term. County Attorney K. R. <br />Hoyle told the Board they needed to determine by what method they <br />preferred to vote - by voice, standing up, raising of hand or written <br />ballots. Commissioner Dossenbach moved that the vote be taken by a <br />voice vote. Commissioner Dossenbach stated he had problems with <br />signing ballots. He stated it appeared, when you sign a ballot, that <br />it takes away from the overall clarity of what is being done and <br />voice votes are taken all the time during meetings. Upon a vote, the <br />results were as follows: <br />Aye: Dossenbach, Paschal and Stafford <br />Nay: Garner, Matthews, Reives and Wicker <br />The Chairman ruled the motion had been defeated by a four to <br />three vote. <br />Commissioner Wicker moved to proceed with paper ballots for <br />selection of a Chairman. Upon a vote, the results were as follows: <br />vote. <br />Aye: Garner, Matthews, Paschal, Reives, Stafford and Wicker <br />Nay: Dossenbach <br />The Chairman ruled the motion had been adopted by a six to one <br />001 <br />1 <br />
