Olt <br />BOOK '15 r:c_ 513 <br />-3- <br />Section 6: The local Board of Health may, in its rules, adopt <br />by reference any code, standard, rule or regulation which has been <br />adopted by any agency of this state, another state, any agency of <br />the United States or by a generally recognized association. Copies <br />of any material adopted by reference shall be filed with the rules. <br />Section 7: The local Board of Health may contract with any <br />person, including any governmental agency, for the provision or <br />receipt of public health services. The local Board of Health may <br />impose a fee for services to be rendered by a local Health <br />Department, except where the imposition of a fee is prohibited by <br />statue or where an employee of the local Health Department is <br />performing the services as an agent of the State. Notwithstanding <br />any other provisions of law, a local Board of Health-,may-.impose a <br />fee for services performed pursuant to the Public' Hcalt h Laws of <br />the North Carolina General Statutes, "Sanitary Sewage Systems." <br />Fees shall be based upon a plan recommended by the local Health <br />Director and approved by the local Board of Health and the county <br />Board of Commissioners. <br />Article IV. Appointment of Local Health Director <br />The local Board of Health, after consulting with the county Board <br />of Commissioners, shall appoint a local Health Director. The local <br />Health Director shall possess the qualifications established for <br />the position by the commission of Health Services under General <br />Statute 143B-142 (a) and qualifications established for the <br />position by the State Personnel Commission in accordance with <br />Chapter 126 of the General Statutes. <br />Article V. Duties of Officers <br />Section 1: The chairperson shall preside at all meetings of the <br />local Board of Health. The vice chairperson shall preside in the <br />absence of. the chairperson. If the chairperson and vice <br />chairperson are unable to attend a meeting, the chairperson may <br />arrange for a board member to preside at the meeting. The <br />chairperson shall appoint committees deemed necessary to carry out <br />the objectives of the local Board of Health. <br />Section 2: The secretary shall prepare the agenda for each <br />Board of Health meeting with consultation from the chairperson. In <br />the absence of the chairperson, the vice chairperson shall assist <br />in preparing the agenda. The secretary shall keep the minutes of <br />the Board of Health meetings. <br />Section 3: The agenda shall be prepared with a hundred minute <br />response duration from the Board of Health. Adjournment is at the <br />discretion of the chairperson. <br />
