005 <br />soot X15 551 <br />The Board considered position specifications for a Public Works <br />Director position. At the last meeting Board Members had directed <br />the County Manager to present to the Board job specifications for an <br />Engineer to supervise the Public Works. After some discussion <br />Commissioner Stafford moved to establish a Public Works Director <br />position classification (Civil Engineer qualifications) in the Lee <br />County Personnel system and authorize the County Manager to recruit <br />and employ a Director of Public Works and the Lee County Water <br />System. Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered host community benefits proposal to the <br />Joint Select Committee on Low-Level Radioactive Waste. County <br />Attorney K. R. Hoyle discussed with the Board what host community <br />benefits meant. County Manager William Cowan told the Board that <br />each local government that may be effected by the proposed siting of <br />the Low-Level Radioactive Waste Disposal Facility at the potentially <br />suitable site in southwestern Wake County that wishes to be heard by <br />the Committee on January 20, 1994, may make an initial presentation <br />as to its views on the matter of host community benefits. Mr. Cowan <br />told the Board that Emergency Services Director Warren Lee had <br />supplied and compiled much of the information on this project. Mr. <br />Cowan went over with the Board five areas of concern to Lee County. <br />The Board recessed for dinner and reconvene at 7:00 P.M. for the <br />scheduled public hearings. Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously <br />and the meeting recessed in keeping with the motion. <br />The meeting reconvened at 7:00 P.M. in the Commissioners' Room <br />of the Lee County Government Center, 106 Hillcrest Drive, Sanford, <br />North Carolina, with all members present, except commissioner <br />Stafford. Commissioner Wicker moved that the Board hold joint public <br />hearings with the Lee County Planning Board on matters of mutual <br />concern as advertised and scheduled for this date and time. Upon a <br />vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />5 <br />
