County Board of Commissioners is hereby authorized to submit a grant <br />application for funding under Section 18 of the Federal Transit Act <br />of 1991, make the necessary assurances and certifications and be <br />empowered to enter into an agreement with the NCDOT to provide rural <br />public transportation services. <br />Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered operation of the County of Lee Transit <br />System and the COLTS Operational Handbook. Commissioner Paschal <br />moved to approve training and driver regulations of the County of Lee <br />Transit and the COLTS Operational Handbook. Upon a vote, the results <br />were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered a Resolution authorizing the Development of <br />Optimist Park and the application of a LWCF Grant. Recreation <br />Director Bob Dowless appeared before the Board and answered <br />questions. The State has approved a pre-application which was <br />submitted in November, 1993, and is now inviting Lee County to apply <br />for a grant. Mr. Dowless presented the Board with information <br />concerning the operation and maintenance cost of this facility. <br />After much discussion commissioner Stafford moved to approve the <br />following Resolution and authorize the development of Optimist Park <br />by the County of Lee and authorize the LWCF application to be filed: <br />RESOLUTION <br />AUTHORIZING THE DEVELOPMENT <br />OF <br />OPTIMIST PARK <br />BY THE <br />COUNTY OF LEE <br />WHEREAS, the Land and Water Conservation Fund Act of 1965 <br />provides for the making of grants by the National Park Service, <br />Department of the Interior of the United States government, to states <br />and to local municipalities in support of outdoor recreation <br />projects, and such funds are available after approval of the <br />appropriate state agency and the Department of Interior; and <br />004 <br />4 <br />
