coos 15 FAJC 600 ` <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered appointments to the Youth Commission. <br />Youth Services Director Todd Edwards was present and told the Board <br />that he had three vacancies on the Youth Commission. Commissioner <br />Matthews nominated Marsha Mills; Commissioner Stafford nominated <br />Nancy Cameron; and Commissioner Garner nominated Rev. Halvester <br />Gupton to serve on the Lee County Youth Commission. Chairperson <br />Matthews moved to accept the appointments listed above to the Lee <br />County Youth Commission. Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board discussed "The North Carolina State-County Criminal <br />Justice Partnership Act". Youth Services Director Todd Edwards, <br />County Manager William Cowan and Commissioner Hubert Garner <br />contributed information to the discussion. The Board was told about <br />the availability of new funding to counties under the North Carolina <br />State-County Partnership Act of 1993. After some discussion, <br />Commissioner Paschal moved to authorize the County Manager to pursue <br />a combined program for the 11th Judicial District, which consist of <br />Lee, Harnett, and Johnston counties. Upon a vote, the results were <br />as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered recommendations of the Planning Board. <br />Planner Leisa Powell told the Board that the Planning Board <br />recommended approval of Archie Brooks' petition to rezone <br />approximately 7.45 acres of land located at 5103 Jefferson Davis <br />Highway from Highway Commercial District to Residential Mixed <br />Conditional Use District for the conversion of two existing <br />commercial buildings into a total of six residential apartments. <br />Commissioner Garner moved to approve the recommendation of the <br />Planning Board. Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives and Wicker <br />Nay: Stafford <br />006 <br />6 <br />
