Ms. Fiorella Horna-Guerra, representing Eugene Hines of the <br />Health Department, asked the Board to approve this request due to the <br />increase in the number of animals reported with rabies in North <br />Carolina. Commissioner Matthews moved to approve the month of April, <br />1994, as Rabies Control Month in Lee County. Upon a vote, the <br />results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered Tax Releases & Refunds for February and <br />March, 1994. Tax Administrator Nathan Crissman was present to answer <br />questions of the Board. Commissioner Reives moved to approve the Tax <br />Releases and Refunds for February and March, 1994. Upon a vote, the <br />results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered a request from the Department of Social <br />Services for a program called Carolina Access. Social Services <br />Director Diane Lamb discussed with the Board a new program the <br />Department of Human Resources and the federal government would pay <br />for. She asked for a 1/2 time Eligibility Specialist to work in <br />Medicaid to administer this program which would take Medicaid clients <br />and assign them a physician of their choice. The program would help <br />cut down on excess doctor and prescription bills for Medicaid <br />clients. The program would help save money and cut down fraud and <br />also prevent abusive parents from being able to go from doctor to <br />doctor. After some discussion Commissioner Dossenbach moved to <br />approve the Carolina Access program for the Department of Social <br />Services and establish a 1/2 time Eligibility Specialist position <br />effective July 1, 1994.
