® Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered a proposal to receive federal aging funds <br />through the Triangle J Council of Governments. County Manager <br />William Cowan ask the Board to approve a proposal to receive federal <br />aging funds through the Triangle J Council of Governments which would <br />require a local match of $22,304.00. Commissioner Stafford moved to <br />approve the proposal to receive federal aging funds through the <br />Triangle J Council of Governments with a local match of $22,304.00. <br />Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered an educational leave with pay request from <br />Joseph West, Environmental Health Specialist with the Health <br />Department. Health Director Eugene Hines and Joseph West appeared <br />before the Board. Mr. West told the Board he wishes to obtain a BS <br />degree from NC State in Soil Science and would require approximately <br />® one (1) day per week away from his job to obtain this two year <br />degree. Mr. Hines told the Board a Soil Scientist was greatly needed <br />in the department and he was in favor of the educational leave <br />request. Commissioner Dossenbach moved to approve the educational <br />leave with pay request from Joseph West, Environmental Health <br />Specialist with the Health Department. After further discussion, <br />Commissioners Paschal, Reives and Wicker asked to abstain from voting <br />for various reasons. Commissioner Stafford moved for Commissioners <br />Paschal, Reives and Wicker to be allowed to abstain from voting. <br />Upon a vote, the results were as follows: <br />Aye: Garner, Matthews, Paschal, Reives and Stafford <br />Nay: Dossenbach and Wicker <br />The Chairperson ruled the motion had been adopted by a five to <br />two vote. <br />Upon a vote of the original motion to grant the educational leave <br />request, the vote was as follows: <br />Aye: Dossenbach, Garner, Matthews and Stafford <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />O <br />06 <br />6 <br />
