HOYLE <br />County Attorney <br />Telephone 774-8437 <br />FAX 774-8407 <br />RESOLUTION FOR LEE COUNTY'S PARTICIPATION IN A <br />MULTI-COUNTY PLANNING INITIATIVE UNDER THE <br />NORTH CAROLINA STATE-COUNTY CRIMINAL JUSTICE PARTNERSHIP ACT <br />WHEREAS: The North Carolina General Assembly ratified an amendment to <br />Chapter 143B of the General Statutes in 1993 thereby creating <br />the North Carolina State-County Criminal Justice Partnership <br />Act; and <br />WHEREAS: This new legislation is an attempt by the State of North <br />Carolina to: <br />• (1) Provide $12 million and technical assistance to counties <br />for developing supplemental community-based corrections <br />programs which appropriately punish and rehabilitate <br />non-violent criminals; <br />(2) Expand the sentencing options available to local judges <br />for non-violent criminals who receive non-incarcerative <br />sentences; <br />(3) Promote effective coordination between State and County <br />community-based corrections programs; and <br />(4) Improve public confidence in the criminal justice system <br />by educating the public regarding the role of community- <br />based corrections programs; and <br />WHEREAS: Under the new law, counties wishing to apply for technical <br />assistance (effective July 1994) and funding (effective <br />April 1, 1995) must first have their Board of Commissioners <br />approve the decision to apply and appoint a local County <br />Criminal Justice Partnership Advisory Board; and <br />WHEREAS: The State of North Carolina is strongly encouraging multi- <br />county initiatives and offering financial incentives for such <br />efforts; and <br />® WHEREAS: The 11th Judicial District, which is comprised of Lee, Harnett, <br />and Johnston Counties, is served by the same District Court <br />Judges and District Attorney; and <br />I'll <br />106 Ilillcrest Drive P.O.
