County Manager William Cowan asked the Board to approve <br />the renewal offer from Blue Cross & Blue Shield to extend the current <br />contract from July 1, 1994, to June 30, 1995, with no change in <br />benefits. After some discussion Commissioner Reives moved to approve <br />the Health Insurance Proposal Agreement with Blue Cross & Blue Shield <br />for FY 1994-95. Upon a vote, the results were as follows: <br />Aye: Garner, Matthews, Paschal, Reives, Stafford and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered Tax Refunds and Releases for April, 1994. <br />Tax Administrator Nathan Crissman was present and answered questions <br />of the Board. After some discussion commissioner Reives moved to <br />approve the Tax Refunds and Releases for April, 1994. Upon a vote, <br />the results were as follows: <br />Aye: Garner, Matthews, Paschal, Reives, Stafford and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered proposals for an Inmate Telephone Provider <br />for the new jail facility. County Manager William Cowan told the <br />Board proposals had been received from three (3) vendors who desire <br />to install an inmate telephone system in the new jail. Proposals <br />submitted were from: <br />R C & A (Robert Cefail & Associates) <br />Paytel <br />AT&T <br />After some discussion Commissioner Reives moved to approve a <br />five-year agreement for inmate telephone provider service with R C & <br />A (Robert Cefail & Associates). Upon a vote, the results were as <br />follows: <br />Aye: Garner, Matthews, Paschal, Reives, Stafford and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board discussed using inmates from the Sanford Correctional <br />Facility to clean the jail instead of hiring additional personnel. <br />Sheriff Billy Bryant was present and expressed concerns he had on <br />006 <br />6 <br />
