01-3 <br />(5) the probable net revenues of the project for water <br />supply and water distribution to be financed and the extent to which <br />the services will be self-supporting; <br />(6) other matters that the Commissioner's believe to have <br />a bearing on whether the district should be established; and <br />WHEREAS, the Board of Commissioners, upon the information and <br />evidence received finds that: <br />(1) there is a demonstrable need for providing in the <br />district water supply and a distribution system; <br />(2) it is impractical to provide those services on a <br />county-wide basis; <br />(3) it is economically feasible to provide the proposed <br />services in the district without unreasonable or burdensome annual <br />tax levies; <br />(4) there is a demonstrable demand for the proposed <br />services by persons residing in the district; <br />(5) that all statutory requirements for the establishment <br />of a service district for water supply and a distribution system in <br />the Cumnock area have been complied with and satisfied; <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners for <br />Lee County as follows: <br />1. That a service district for water supply and a <br />distribution system is hereby defined and established as described in <br />the attached exhibit "A" and as shown on the attached exhibit "B" <br />which are made a part hereof by this reference which district shall <br />be known as the "Cumnock Service District for Water Supply and <br />Distribution System". <br />2. This resolution shall take effect on July 1, 1994, the <br />beginning of the fiscal year commencing next after its passage. <br />3. Lee County shall provide, maintain, or let contracts for <br />water supply and a distribution system in the Cumnock Service <br />District as defined herein within a reasonable time, not to exceed <br />one (1) year after July, 1994, the effective date of the definition <br />of the district. <br />4. Lee County shall levy property taxes, within the rate <br />limitations set by law, on the property located within the Cumnock <br />Service District in addition to those levied throughout the County, <br />in order to finance, provide, or maintain for said service district <br />water supply and distribution system therein in addition to or to a <br />13 <br />
