Was this put out for bid or how was this handled? <br />JERRY LAWRENCE - Put out for bid - state guidelines followed. <br />FRED HOBBS - The fees and the state qualifications were reviewed <br />by the Division of Aviation and by the Department of Transportation <br />and their in-house appraisals prior to the Authority awarding <br />contracts, either based on fee or based on qualifications, and they <br />looked at both criteria when the state reviewed these. <br />COMMISSIONER MATTHEWS - It's been said that none of this money <br />is tax money. The money comes from where? <br />FRED HOBBS - It comes from airport fees associated with gas, <br />fuel and parts for aircraft. <br />COMMISSIONER MATTHEWS - If there's trouble.with funding is there <br />less revenue received? <br />FRED HOBBS - The airport trust fund has multiple billions of <br />dollars in reserve. This excess money is used to offset the budget. <br />We have begun to see a release of more trust fund money because of <br />the demand for requirements. <br />COMMISSIONER MATTHEWS - Do you see a shortage for this project? <br />• FRED HOBBS - I predict maybe a one year extension in trust fund <br />monies. I don't think we will see a reduction in funding airports <br />for aviation. That's not the news I'm hearing in this case. North <br />Carolina is only one of a few states that administers their own <br />federal block grant program. <br />COMMISSIONER GARNER - I want to know something about the road <br />closings. What road changes, openings, closings, re-routing, etc. <br />are now in the works for planning stages? What is the plan for the <br />entrance to the new airport? <br />FRED HOBBS - An interchange on US #1 I assume. <br />JERRY LAWRENCE - That's what we're waiting on to see if the <br />Department of Transportation is going to put it there. <br />COMMISSIONER GARNER - There is a public hearing scheduled for <br />March 2nd or 4th over at Moncure School for that purpose. <br />JERRY LAWRENCE - We're in the same position that you're in. <br />We've talked to the Department of Transportation and are trying to <br />work with them. All we can do is request, we may have to do some <br />re-arranging with our situation and come in on the bottom end of <br />Moncure Road. <br />009 <br />9 <br />
