We are in conversations right <br />now with Raleigh and with Atlanta about what our allocations will be <br />because of that reduction, as well as actively pursing what the <br />future year commitments of FAA may be through the congressional <br />delegation. <br />COMMISSIONER GARNER - Has not the federal appropriation <br />consistently come down for airports such as we are proposing here? <br />FRED HOBBS - Not for general aviation. Relievers have probably <br />gone up because reliever status has been a category of airport that <br />has been funded aggressively by the federal government. General <br />aviation funded has in fact dwindled for airports such as the current <br />Lee County facility. That was one of the reasons that your <br />designation as a reliever was so critical to its status in funding <br />both now and in the future. Now the Division of Aviation, in my <br />opinion, believes this one year extension of the program is an <br />abrasion of sorts while Congress argues about the budget in general. <br />COMMISSIONER GARNER - Suppose we don't get but a million dollars <br />out of that four million. Where does that leave us - Lee County? <br />FRED HOBBS - In my profession experience it means you have a <br />commitment to that project. The federal or state government has never <br />failed to build an airport that was begun and committed to as has <br />this one been. It has never failed - it might take five years <br />instead of three years, or four years instead of two years, and it <br />has in the past because of budget fluctuations, but I know of no <br />circumstance where an airport has gotten to this level of commitment <br />and failed to be finished to meet the need. The need for this <br />facility and its designation as a general aviation reliever was not <br />made by Lee County, the City of Sanford or the Authority or us. It <br />was made by the State of North Carolina and the federal government <br />based on information that we submitted to them. I don't know of any <br />case where they have failed to complete their commitment. <br />COMMISSIONER GARNER - Let me ask relatively to the number of <br />acreage - one of the questions we asked was how many acres have been <br />surveyed and you said for what. I'm saying now for the airport. How <br />many acres have been surveyed for the airport? <br />JERRY LAWRENCE - You've got the environmental that we surveyed. <br />FRED HOBBS - When you say surveyed do you mean in land survey? <br />COMMISSIONER GARNER - Like in prepared purchase. <br />FRED HOBBS - Maps have been prepared for the 690 acres that I <br />described.
