toax 15 Pact 763 <br />easement. Now when I say proposed that is based on what the <br />appraisals are conducted upon and what the initial offers and <br />negotiations will be based upon. Some of those fee simple offers in <br />that 650 acres are a partial taking of a total tract. It has been my <br />experience that sometimes in those partial takings there will be a <br />negotiated acreage of slightly more or less of what's available <br />because of the property owners feel as to what that partial taking <br />does to the remainder of his/her property. <br />COMMISSIONER WICKER - Why are you looking at such a large amount <br />of land for this project? <br />FRED HOBBS - This airport is designated as a reliever airport <br />for Raleigh-Durham as opposed to a simple, general aviation airport <br />which is what your current Lee County facility is. We have found in <br />the past too on all categories of airports, from general aviation to <br />air carriers, that where the land is available and can be bought <br />initially to protect the approaches and to provide for expansion, it <br />is an investment well made as the land subsequently tends to increase <br />in value as development takes place. <br />COMMISSIONER WICKER - That much land, it looks like you're <br />thinking about my childrens childrens childrens children down the <br />road for the airport or something. That's a lot of important land <br />you're talking about. <br />FRED HOBBS - Person County Airport and Johnston County Airport, <br />both of which are within my professional life time, within the last <br />twenty years, have been built and expanded. Person County has been <br />done within the last ten years. <br />COMMISSIONER WICKER - What acreage are you looking at? <br />FRED HOBBS - I don't know what acreage they have, the point <br />being they have extended runways, expanded capabilities to <br />accommodate the increase in traffic and to accommodate, to a certain <br />extent, changes in aviation requirements. Part of that change has <br />been equipment but a lot of that change is insurance requirements <br />that are requiring longer runways, wider runways to operate corporate <br />jets and very expensive turbo prop aircraft. <br />COMMISSIONER WICKER - Evidently I missed quite a few points in <br />this airport program is the reason I'm asking these questions. <br />FRED HOBBS - There is more acreage proposed here than in a <br />typical general aviation airport, there's no question. Again, two <br />reasons for that - availability of the land in its current state. In <br />its current use it is the belief of the Division of Aviation that it <br />is the appropriate time to acquire land to provide for the future <br />growth and expansion of the facility, at a cost that we believe is <br />11 <br />004 <br />4 <br />
