soak 15 pta 773 <br />North Carolina, as amended, authorizes the board of commissioners of <br />any county to create a water and sewer district; and <br />WHEREAS, the Board of Commissioners for Lee County deems it to <br />be in the best interests of the people of Lee County to utilize said <br />concept to provide water services in the unincorporated areas of Cape <br />Fear, Deep River, East Sanford, Greenwood, Jonesboro, and Pocket <br />Townships; <br />NOW, THEREFORE, BE IT RESOLVED as follows: <br />1. That a public hearing be held by the Board in the <br />Commissioner's Room, Lee County Government Center, 106 Hillcrest <br />Drive, Sanford,North Carolina, on Monday, August 15, 1994, at 7:30 <br />P.M., or as soon thereafter as said matter can be reached on the <br />agenda, to determine (1) if there is a demonstrable need for <br />providing water services in the unincorporated areas of Cape Fear, <br />Deep River, East Sanford, Greenwood, Jonesboro,,and Pocket Townships; <br />(2) to determine if the residents in said area to be included in the <br />district will benefit from the district's creation; and (3) to <br />determine if it is economically feasible to provide the proposed <br />water service in said district without unreasonable or burdensome <br />annual tax levies. <br />2. That the Clerk to the Board is authorized and directed <br />to publish and post a notice of said hearing in substantially the <br />® form of the notice attached to this resolution, marked Exhibit A, and <br />by this reference made a part hereof. <br />3. The notice shall be published one a week for three <br />weeks in the Sanford Herald, a newspaper that circulates in the <br />proposed district and in addition shall be posted in at least three <br />public places in the district. The notice shall be posted and <br />published the first time not less than 20 days before the hearing. <br />Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered an Ordinance for the management of solid <br />waste in the unincorporated areas of Lee County. Commissioner Garner <br />explained to the Board some of the minor changes that he and County <br />Attorney K. R. Hoyle had worked on pertaining to this Ordinance. <br />Commissioner Garner moved to approve the Ordinance for the management <br />of solid waste in the unincorporated areas of Lee County, a copy of <br />which is attached to these minutes and by this reference made a part <br />hereof.
