010 <br />aov 15 PnE 769 <br />® COMMISSIONER GARNER - Was that not the intent or was that not <br />stated at the beginning of this program? <br />FRED HOBBS - The original master plan did have the terminal area <br />shown on the Lower Moncure Road side of the airport. When we got to <br />designing the master plan the lay of the land on the east side (Lower <br />Moncure Road side) was less favorable than the lay of the land on the <br />west side. We've always been concerned about the long route to get <br />to the airport from US #1. We did a terminal area layout showing <br />corporate hangars and development on both sides and said to the <br />Division of Aviation we'd like them to take a look at this. We think <br />the west side makes more sense but it will require an interchange at <br />US #1. They referred it to DOT - Traffic Transportation people - <br />they concurred and they made a preliminary commitment to build that <br />interchange. That is the presumption under which the land buy is <br />created, in other words, the land to the eastern side has not been <br />bought for the terminal area, it's been bought for protection of <br />safety zones. <br />COMMISSIONER GARNER - In your wisdom as a consultant is there <br />not a need for upgrading both Farrell Road and Lee's Chapel Road if <br />that's the road by which you are going to go down or are they going <br />to build a new access road there? <br />FRED HOBBS - I think when I say interchange improvements we <br />® expect roadway improvements along with those to provide for that <br />access. We have not seen preliminary design or had any discussions <br />about what improvements specifically were to be made by DOT other <br />than they are making a commitment to do that for access to the <br />airport. <br />COMMISSIONER GARNER - You expect to begin construction in the <br />winter or spring of 1994 and 195 and complete it in three or four <br />years? <br />FRED HOBBS - That's certainly our hope - subject to funding. <br />COMMISSIONER GARNER - What will it cost the City and County to <br />put up the hangars and get the airport (in 1994 dollars) and when <br />will it be done to have the airport hangars and all of the attendant <br />facilities that we now have at the airport in place? <br />JERRY LAWRENCE - Basically we're going to be in a different mode <br />out there than what we are here. The City and County own the hangars <br />at the current airport and we lease them. We're going to go to a <br />"ground lease " where we lease the ground to a private individual or <br />corporation and they build their own hangars, according to designs we <br />will provide to them. <br />PJ <br />10 <br />
