005 <br />no 15 Pta 807 <br />(5) Construction or repair work where the price is <br />not more than $5,000; <br />(6) Liability, health, life, disability, casualty, <br />property or other insurance or retention and <br />faithful performance bonds (other than for <br />the Sheriff and Register of Deeds). <br />SECTION 2. The Executive Director of the Department of <br />Senior Services is authorized to execute transportation agreements <br />with other agencies utilizing the county of Lee Transportation <br />Service (COLTS). <br />SECTION 3. This resolution shall be in full force and <br />effect after adoption. <br />Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered a Resolution Endorsing the "Smart Start" <br />Program. Chairperson Matthews moved approval of the following <br />Resolution: <br />RESOLUTION ENDORSING "SMART START" PROGRAM <br />WHEREAS, North Carolina has been ranked by the National Kids <br />Count Data Book as 39th in the Nation on the health and well being of <br />children; and <br />WHEREAS, everyday in North Carolina 3 babies die, 67 children <br />are abused or neglected, 45 families are started by teens, and 38 <br />teenagers drop out of high school; and <br />WHEREAS, North Carolina's 6.9% increase in juvenile crime is <br />more than twice the national increase of 3.4%; and <br />WHEREAS, 20% of North Carolina children under the age of six <br />live in poverty; and <br />WHEREAS, Governor Jim Hunt proposed a comprehensive initiative <br />called "Smart Start" which has three long range goals: <br />(a) Early Childhood Education and Child Care will be available <br />to every child who needs them; <br />(b) Recognizing that healthy nurturing families are the <br />5 <br />
