aov 15 PACE 015 <br />X17 <br />The Lee County Water District is eligible for up to 50% in grant <br />money for this project. Farmers Home Administration looks at the cost <br />of the entire project (water system) with no grant money and estimate <br />what the monthly residential water bill will be. Farmers Home <br />Administration will give enough grant money to bring those water <br />bills down to a reasonable rate, which is around $20-$22 per month, <br />based on average water usage of approximately 5,000 gallons per <br />month. Guidelines are used to look into the areas that can be served <br />by principals established by Farmers Home for feasibility. If there <br />is an average of ten houses per mile, ideally if there are fourteen <br />houses per mile or greater, it is feasible. Farmers Home likes to <br />fund projects in the $4 million - $5 million range, anything above <br />that is out of their funding capability. This is the reason for <br />having two Phases for the project. Total cost of the project will be <br />paid for from the water rates charged to customers. <br />The following individuals spoke in favor of the county wide <br />water districts: Roy Goodwin of Hwy. 78, South Courtland Acres; Judy <br />Jackson of 7616 White Hill Road; Annie McIver of 3408 Evers <br />(representing the Carr Creek Subdivision); Fisher McMillian of 223 <br />Circle Drive (representing the Pocket Community); John Lyczkowski of <br />Courtland Acres; Robert and Ernestine Griffin of 1831 San Lee Drive; <br />Patricia Harrison of 2120 Tramway Road; Myra Bryant of 2901 Belmont <br />Circle and Bobby Riddle of 3913 St. Andrews Church Road. Roger <br />Milliken of 3304 Hawkins Avenue questioned what size fire hydrants <br />will be hooked up and how far apart they will be to save homeowners <br />on their insurance rates. Commissioner Garner read two letters <br />expressing some concerns from Laura Young and George McRae of 7500 <br />Deep River Road. <br />No one spoke in opposition to the county wide water districts. <br />The Board held a public hearing for close-out of the Beulah <br />Brown Road CDBG Project. Ms. Jean Crews-Klein was present and gave a <br />short overview of the block grant and informed the Board the project <br />has been completed. <br />No one spoke in favor or against the close-out of the Beulah <br />Brown Road CDBG Project. <br />The Board held a public hearing for a proposed Noise ordinance <br />for Lee County. County Attorney K. R. Hoyle read the proposed Noise <br />Ordinance for Lee County. The following individuals spoke in favor <br />of an ordinance: Lewis Steele of 6514 Deep River Road; Bill Cooper <br />of 7229 Deep River Road; John Lyczkowski of Courtland Acres; Jimmie <br />Cox of 4341 St. Andrews Road and Steven Gentry of 839 Charles Riddle <br />Road. <br />No one spoke in opposition to the request. <br />15 <br />
