P <br />600Y 15 prsE 816 <br />Commissioner Wicker, the meeting resumed. <br />0 014 <br />Commissioner Stafford moved to hold a public hearing for the <br />creation of water districts for county wide water. Upon a vote, the <br />results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives and Stafford <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />County Manager William Cowan gave an overview of the purpose for <br />the public hearing and explained the reason for the public hearing <br />was to give the public the opportunity to hear the engineers proposal <br />for the development of a Lee County Water District. The purpose is <br />three-fold for having the hearing; (1) to determine if there is a <br />demonstrative need for providing water services in the unincorporated <br />areas of Cape Fear, Deep River, East Sanford, Greenwood, Jonesboro <br />and Pocket Townships; (2) to determine if the residents in said area <br />to be included in the district will benefit from the districts <br />creation; (3) to determine if its economically feasible to provide <br />the proposed water services in the said district without unreasonable <br />and burdensome annual tax levis. The district would be formed by all <br />the unincorporated areas of the County with the exception of West <br />Sanford Township. West Sanford will not be included due to being not <br />grant eligible for Farmers Home Administration Grant Funds which <br />makes an average bill to a customer in the range of $20-$22 per <br />month. Phase I of the project would include a water distribution <br />line in the Greenwood and Jonesboro Townships, 71 miles of line, <br />1,324 potential customers for an approximate cost of Phase I at $4 <br />million dollars. The water supply demands for those districts would <br />be approximately 150,000 gallons per day. Phase II of the project <br />would be the Townships of Pocket, Deep River and a small area of East <br />Sanford. Pocket Township will include 40 miles of line, 1,284 <br />customers and a total cost of $1,634,000. In Deep River and a small <br />area of East Sanford there will be 24 miles of line and 325 potential <br />customers for an estimated cost of $1,021,000. Total water demand <br />for this district would be approximately 150,000 gallons per day. <br />The total cost for Phase II would be $5,260,000 and the total for <br />both Phases will be $9,322,865. The project will be funded by a <br />combination of grant and loans from the Farmers Home Administration <br />and would require a bond referendum approved by the voters in that <br />district for the loan portion of the project and that vote would take <br />place, if everything progresses well, sometime in the early spring or <br />early fall of 1995. <br />Project Engineer Eric Weatherly from Hobbs, Upchurch & <br />Associates told the Board Lee County approached Hobbs, Upchurch & <br />Associates with the feasibility of applying for money through Farmers <br />Home Administration for this project, which is a federal agency that <br />has the capability of giving grant money to projects such as this. <br />14 <br />
