County <br />Attorney K. R. Hoyle told the Board the method of financing has <br />changed for the schools building project so the Memorandum of <br />Understanding approved on December 3, 1993, between the Board of <br />Commissioners and the Board of Education needed to be cancelled. <br />Commissioner Paschal moved to approve the agreement to cancel <br />Memorandum of Understanding with the Board of Education. Upon a <br />vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />Chairperson Matthews made a motion to change appointments to the <br />Mid-Carolina Regional Development Authority by removing herself as a <br />government representative and putting here in the Financial Sector, <br />and appointing Commissioner Hubert Garner in the Government Sector. <br />Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />Chairperson Matthews moved to recess the meeting until 6:45 P.M. <br />Upon a vote, the results were as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />Upon returning at 6:45 P.M. with all members present except <br />Commissioners Stafford and Wicker, the meeting resumed. <br />The Board considered an evaluation process for County Manager <br />William Cowan. Commissioner Reives discussed possibly doing an <br />evaluation in the fall of this year after the County Manager had <br />given the Board his goals for the upcoming year. After some <br />discussion it was decided for County Manager William Cowan to share <br />his goals with Commissioner Reives and then report back to the full <br />Board at a later time.
