eao; 24 45 <br />• Any employee who is age sixty -five (65) or older by July 1, 2011 and retires with ten (10) <br />years of service with Lee County will be eligible for the post -65 insurance supplement <br />plan, which supplements Medicare. <br />• If an employee is eligible for retiree health insurance benefits and currently covers a <br />spouse on the County's health insurance plan, they may elect to continue to cover their <br />spouse until the spouse reaches age sixty -five (65). Premiums must be paid monthly <br />and on time. <br />After discussion, Commissioner Hayes moved to approve the Retirement Incentive Plan as presented <br />by the County Manager. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered bids for the Jail Renovation Project — Phase 2, defined as the Natural <br />Light Project. County Manager John Crumpton stated the following bids were received and read on <br />March 22, 2011: <br />• BAR Construction, Inc. (BAR) — Greensboro, NC <br />• HM Kern Corporation — Greensboro, NC <br />• Lomax Construction, Inc. — Greensboro, NC <br />• Progressive Contracting Company, Inc. (PCCI) — Sanford, NC <br />• Shaw Construction Company, Inc. — Spring Lake, NC <br />Mr. Crumpton stated the low bidder for both phases was BAR Construction Company, Inc. However, <br />bids for Phase 1 — defined as the padded cell portion of the project, exceeded grant funds received by <br />the Sheriff's Office, therefore, eliminating that portion of the project. The significant change in project <br />scope caused BAR's base bid for Phase 2 to increase from $17,840 to $21,230. With BAR's consent, <br />the County then moved to the next lowest bidder. PCCI respectfully requested to increase their bid from <br />$20,000 to $20,675, thereby making PCCI the new low bidder. After discussion, Commissioner <br />Womack moved to reject bids for the natural light project and bundle this project with the upcoming <br />project for renovation of the basement area at the courthouse to house the Emergency Services Office <br />and Emergency Operations Center. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The County Manager was instructed to send a letter to the 911 Board asking that Lee County be <br />allowed to use 50% of the County's 911 fund balance as of July 1, 2010, for a major public safety <br />project. A total of $644,610.00 would be requested from the 911 Fund. Mr. Crumpton stated he had <br />been working with Mosley Architects in designing a new Emergency Operations Center (EOC), backup <br />911 Center and expanded operations for both Lee County Emergency Management and the Lee <br />County Sheriff in the basement of the Lee County Courthouse. <br />The Board considered bids for new playground equipment for San -Lee Park that had been <br />removed from the Consent Agenda earlier in the meeting.
