Resolution Supporting Public Education in Lee County (copy attached) <br />Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />Chairman Shook thanked all emergency responders, volunteers, staff and others that have <br />donated their time assisting with the tornado that swept across Sanford and Lee County the afternoon <br />of Saturday, April 16, 2011. <br />Emergency Services Director Shane Seagroves updated Board members on the tornado that hit <br />Lee County at approximately 3 p.m., Saturday, April 16, 2011. County Manager John Crumpton stated <br />that Moore and Chatham counties will be sending inspectors to assist in inspection of damaged homes <br />and property. Mr. Seagroves presented a power point which showed damaged areas and thanked <br />everyone for their assistance. The 10 %2 mile path of destruction destroyed sixty -one (61) homes, fifty - <br />one (51) homes have major damage, fifty (50) with moderate damage, and one hundred and nine <br />(109) with minor damage. Two fatalities have been reported and several were injured. One of the <br />Static Control buildings in the Jonesboro area received heavy damage, Lowe's Home Improvement <br />was completely destroyed and several other businesses received major damage. Search and rescue <br />teams are still working in the additional areas that have been designated as damaged. The shelter <br />was opened Saturday evening at San Lee Middle School with twenty -seven (27) individuals housed <br />and a smaller number was reported staying on Sunday night. The shelter was closed at mid -day <br />Monday. The Emergency Operations Center (EOC) has been set up at the Central Carolina <br />Emergency Training Center located on Airport Road off Tramway Road and a warehouse is being <br />established at the same location for donations of non - perishable items from the public. Donations may <br />be made by contacting the Emergency Services Office at 718 -4670 where special lines will be set up <br />to take calls and questions from citizens. Rules and guidelines for debris removal were discussed. <br />Mr. Crumpton presented a copy of the Proclamation of State of Emergency that was drafted and <br />signed by the Chairman and Mayor of Sanford Saturday night. Mr. Crumpton also stated the City of <br />Sanford had asked to be removed from the "curfew portion" of the proclamation. After discussion, <br />Commissioner Womack moved to approve the Proclamation of State of Emergency, a copy of which <br />is attached to these minutes and by this reference made a part hereof, and to remove the City of <br />Sanford from the curfew portion of the proclamation. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an agreement with Byrd Brothers Emergency Services, LLC for debris <br />removal from the April 16` tornado. Solid Waste Superintendent Joseph Cherry presented the <br />agreement with Byrd Brothers and discussed various parts of the agreement. Mr. Karl Dix, Vice <br />President of Byrd Brothers was present and answered questions concerning the agreement. It was <br />also noted by the County Manager that the City of Sanford wished to be included in the agreement <br />with Byrd Brothers if approved. After discussion, Commissioner Hayes moved to approve the <br />agreement with Byrd Brothers Emergency Services, LLC for debris removal, a copy of which is <br />attached to these minutes and by this reference made a part hereof, and to include the City of Sanford <br />and the Town of Broadway in the contract.
