BOOK Pr,CE 878 <br />002 4 <br />The Board considered approval of the agenda. County Manager <br />William Cowan asked that a closed session be added to the agenda <br />prior to discussion of the contract for the purchase and sale of <br />property known as the Heins Alltel Building. Commissioner Dossenbach <br />asked that Commissioners' Elect Cox and Moretz be allowed to attend <br />the closed session. Commissioner Stafford moved to approve the <br />agenda as printed and the request for Commissioners' Elect Cox and <br />Moretz to attend the closed session. Upon a vote, the results were <br />as follows: <br />Aye: Dossenbach, Garner, Matthews, Paschal, Reives, Stafford <br />and Wicker <br />Nay: None <br />The Chairperson ruled the motion had been adopted unanimously. <br />The Board considered recending a revised resolution declaring <br />priority of transportation projects listed in the Transportation <br />Improvement Program for 1994-2000. City Engineer Larry Thomas was <br />present and asked the Board to recend a resolution approved at the <br />last meeting. The Board had previously approved a resolution <br />submitted by the City of Sanford listing continued interest of US # 1 <br />between Sanford and Raleigh to be four-laned as the number one <br />priority, with the number two priority being the 421 bypass around <br />Sanford. Mr. Thomas asked the Board to reconsider the resolution <br />passed at the last meeting declaring the Department of Transportation <br />priority projects. He stated these priorities have been discussed <br />with Highway Commissioner Mary Hayes Holmes on two occasions and she <br />has suggested that the US #1 project between Sanford and Raleigh be <br />deleted because there was not much she could do for Sanford and Lee <br />County concerning this project. This project has been given the <br />go-ahead to be completed. Mr. Thomas stated this project has already <br />been listed on the Department of Transportation program. Mr. Thomas <br />said Mrs. Holmes suggested consideration be given to highway 421 <br />because the time was right and this project should be the number one <br />priority for Sanford and Lee County at this time. other medium-size <br />projects should also be considered such as sidewalks for this <br />district and plantings/landscaping at various intersections. Mrs. <br />Holmes stressed the importance of the governmental units submitting <br />the same resolution showing the same priority list. After much <br />discussion commissioner Dossenbach moved to delete US #1 between <br />Sanford and Raleigh to be four-laned as the number one priority and <br />approve the resolution as submitted at the last meeting showing the <br />highway 421 bypass around Sanford as the number one priority.
