0 n v 15 pt, -i 896 <br />Aye: Cox, Dossenbach, Garner, Moretz, Reives, Stafford and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a voting delegate for the Legislative Goals <br />Conference to be held January 5-6, 1995, in Fayetteville. <br />Commissioner Stafford moved to appoint Chairman Hubert Garner as the <br />voting delegate for Lee County at the Legislative Goals Conference. <br />Upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Moretz, Reives, Stafford and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered changing the Rules of Procedure for the <br />Board. County Attorney K. R. Hoyle told the Board he had rewritten <br />the provisions in the Board Rules of Procedures to conform to the new <br />Open Meetings Law. Rule 2 (Meetings to be open) in subsection C has <br />been rewritten to conform to the law as it is presently adopted, and <br />also Rule 3 (Closed Sessions) was rewritten to make it conform to the <br />now permissible reasons to hold a closed session. He recommended <br />these changes since these Rules of Procedures are dictated by what <br />the law was and the General Assembly changed the law. The Board <br />needs to change the rules to be in conformative with the General <br />Assembly. Commissioner Dossenbach moved that Rules 2 (Meetings to be <br />Open) and Rules 3 (Closed Sessions) 'be changed as Mr. Hoyle has <br />stipulated above. Upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Moretz, Reives, Stafford and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered Rule 15 (Second Not Required) in the Rules <br />of Procedures. After some discussion commissioner Dossenbach stated <br />if a motion is worth making, its worth having to have a second. if <br />it's not worth making there will not be a second. This is the way <br />parliamentary procedure has been and he moved the Board go back to <br />requiring a second for any motion for that motion to be put on the <br />table.
