County Manager <br />William Cowan asked that two items be added to the agenda; (1) <br />consider wording of plaques to be placed in the new courthouse and <br />Public Works Center and (2) consider a grant award for the Criminal <br />Justice Program. Commissioner Reives asked that a public citizen be <br />allowed to address the Board concerning a septic tank problem with <br />the Health Department. Commissioner Stafford asked that the naming <br />of the Board of Education office (Alltel Building) be considered. <br />Commissioner Reives moved to approve the agenda as printed, with the <br />above additions. Commissioner Stafford seconded the motion, and upon <br />a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Moretz, Reives, Stafford and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Resolution for the continued development <br />and expansion of Smart Start. . Mrs. Carolyn Spivey, Executive <br />Director of the Coalition To Improve The Quality Of Life in Lee <br />County, was present and asked the Board for their continued support <br />of this program. Commissioner Dossenbach moved to approve the <br />following Resolution: <br />RESOLUTION FOR THE CONTINUED DEVELOPMENT AND <br />EXPANSION OF THE "SMART START" PROGRAM <br />WHEREAS, North Carolina has been ranked by the National Kids <br />Count Data Book as 39th in the Nation on the health and well being of <br />children; and <br />WHEREAS, everyday in North Carolina 3 babies die, 67 children <br />are abused or neglected, 45 families are started by teens, and 38 <br />teenagers drop out of high school; <br />WHEREAS, North Carolina's 6.9% increase in juvenile crime is <br />more than twice the national increase of 3.4%; and <br />WHEREAS, 20% of North Carolina children under the age of six <br />live in poverty; and <br />WHEREAS, Governor Jim Hunt proposed a comprehensive initiative <br />called "Smart Start" which has three long range goals: <br />(a) Early Childhood Education and Child Care will be <br />available to every child who needs them; <br />002 <br />2 <br />
