BUOY 16 puf 4 <br />The Board considered a Resolution honoring Tax Collector Nathan <br />Crissman as "Tax Collector of the Year". Commissioner Dossenbach <br />moved to approve a Resolution honoring Mr. Crissman, a copy of which <br />is attached to these minutes and by this reference made a part <br />hereof. After some discussion Commissioner Stafford moved that <br />Commissioners Moretz and Reives be allow to abstain from voting. <br />Commissioner Dossenbach seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Garner, Stafford and Wicker <br />Nay: Cox and Dossenbach <br />vote. <br />The Chairman ruled the motion had been adopted by a three to two <br />The Board considered the Annual Secondary Road Construction <br />program presented by the Department of Transportation. Mr. J. A. <br />Clendenin from the Department of Transportation presented the plan to <br />the Board and answered questions. Commissioner Reives moved to <br />approve the following Resolution: <br />WHEREAS, The North Carolina Department of Transportation <br />anticipated a July, 1995, allocation of $171,207 in Secondary Road <br />Construction Funds and $119,607 in Secondary Road Trust Funds for a <br />total of $290,814 for the forthcoming construction season and a <br />public meeting was held on May 1, 1995, in the Commissioners' Room of <br />the Lee County Government Center in Sanford concerning the <br />expenditures of said funds. <br />WHEREAS, It is proposed to retain $11,207 of Secondary Road <br />Construction Funds and $39,607 of Secondary Road Trust Funds for a <br />total of $50,814 for small projects that may arise during the year <br />such as road additions, property owner participation projects, <br />volunteer fire department drives, county-wide surveys, overdrafts, <br />etc. <br />WHEREAS, The North Carolina Department of Transportation is <br />required to pave 2.00 miles in Lee County during the Fiscal Year <br />1995-96 in order to meet the goals of 1989 Highway Trust Fund <br />Legislation and, the 1995-96 Secondary Road Construction Program <br />proposes to pave 2.40 miles; and therefore, the remainder of funds <br />received in addition to $290,814 be utilized for paved secondary road <br />improvement projects, spot stabilization of unpaved secondary roads, <br />and additional paving of unpaved roads as far as funds will allow. <br />WHEREAS, it is proposed to utilize $160,000 of Secondary Road <br />Construction Funds and $80,000 of Secondary Road Trust Funds for a <br />total of $240,000 to pave the following unpaved road construction <br />projects: <br />A.
