004 <br />sa 16 3; ~t 63 <br />WHEREAS, limitations and constraints will have a widespread <br />economic impact throughout the region; and <br />WHEREAS, the study will be conducted under the guidance of the <br />Center for Marine Science Research at the University of North <br />Carolina at Wilmington and overseen by an advisory board representing <br />industry, environmentalists, academic, civic organizations, local, <br />state and federal agencies; and <br />WHEREAS, project data will be used to form the first <br />comprehensive model for basin wide management to protect a vital <br />natural resource. <br />BE IT THEREFORE RESOLVED THAT the Lee County Board of <br />Commissioners respectfully requests the support of our legislators in <br />the region to cooperatively sponsor a Bill at the request of the <br />Lower Cape Fear Water and Sewer Authority for the funding of the Cap <br />Fear River Program through the Center for Marine Science Research at <br />the University of North Carolina at Wilmington; and <br />BE IT THEREFORE RESOLVED THAT the Lee County Board of <br />Commissioners encourages all parties involved in the Cape Fear River <br />Program to coordinate with the North Carolina Division of <br />Environmental Management in order to facilitate a water quality <br />testing and monitoring plan that could replace individual discharger <br />testing and monitoring efforts. <br />Commissioner Reives moved to approve the above Resolution. <br />Commissioner Cox seconded the motion, and upon a vote, the results <br />were as follows: <br />Aye: Cox, Dossenbach, Garner, Moretz, Reives, Stafford and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a special Resolution in keeping with Rule <br />29 of the Rules of Procedure adopted by the Board for the public <br />hearing on the proposed 1995-96 Lee County Budget and CIP Plan. <br />County Manager William Cowan ask the Board to consider the following <br />Resolution: <br />RESOLVED: That the rules governing the conduct of the public <br />hearing on the proposed 1995-96 Lee County Budget and CIP Plan to be <br />held at 7:00 P.M. or as soon thereafter as it may be reached on the <br />agenda on June 19, 1995, in the Commissioners' Room, First Floor, Lee <br />County Office Building, 106 Hillcrest Drive, Sanford, North Carolina, <br />shall be as follows: <br />4 <br />
