Chairman Garner asked that Airport Authority Chairman Herbert <br />Hincks be introduced and allowed to speak briefly and Commissioner <br />Stafford asked that he be allowed to submit a road petition to the <br />Clerk to the Board to be forwarded to the Planning Department. <br />Commissioner Dossenbach moved to approve the agenda as printed, with <br />the above additions. Commissioner Moretz seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Moretz, Reives, Stafford and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Dossenbach introduced Mr. Herbert Hincks, Chairman <br />of the Sanford-Lee County Regional Airport Authority. Mr. Hincks <br />told the Board he considered it an honor to serve on the Airport <br />Authority and he pledged to handle all business in a business manner <br />and always be open. He further stated he would like to meet with the <br />Board of Commissioners and bring them up-to-date on current airport <br />matters. <br />The Board considered a Resolution in opposition to further food <br />and drug administration regulation of tobacco. Mr. Tommy Dalrymple, <br />a member of the Lee County Area Farmers Association, presented the <br />following Resolution to the Board: <br />RESOLUTION IN OPPOSITION TO FURTHER <br />FOOD AND DRUG ADMINISTRATION REGULATION OF TOBACCO <br />WHEREAS, The Food and Drug Administration is considering further <br />regulating tobacco; and <br />WHEREAS, the FDA has created a web of new regulations that is <br />threatening to cripple American business and stifle consumers; and <br />WHEREAS, the <br />of $764 million - <br />WHEREAS, the <br />WHEREAS, mor <br />warehousemen earn <br />from tobacco; and <br />FDA staff now numbers nearly 9,000 and has a budget <br />- a 237% increase since 1970; and <br />tobacco industry is already fully regulated; and <br />than 63,700 North Carolina tobacco growers and <br />their living and pay their bills with money earned <br />WHEREAS, <br />excessive <br />and arbitrary regulation <br />of tobacco, <br />advertising, <br />production <br />and distribution would have <br />a devastating <br />effect on Lee <br />County and <br />North Carolina; <br />NOW, THEREFORE BE IT RESOLVED THAT, we urge our representative, <br />David Funderburk, and our Senators, Jesse Helms and Lauch Faircloth, <br />002 <br />2 <br />
