BnOK 16 pnf 1o <br />former Sanford High School property on Horner Boulevard (Lee County <br />Arts Center) to The Lee County Arts & Community Center, Inc. pursuant <br />to the authority set out in Article 12, Chapter 160A, North Carolina <br />General Statutes. The draft of the deed incorporates a preservation <br />agreement as required by statute. Mr. Tommy Mann, Sr. was present <br />and asked the Board to approve the deed so his corporation can <br />proceed with renovation. He further told the Board his corporation <br />would need off-street parking and would like to see the area next to <br />Horner Boulevard turned into a mini park where children can play, <br />with a picnic area. After some discussion commissioner Reives moved <br />to transfer the Lee County Arts Center and adequate parking, <br />depending on what the City of Sanford determines is needed, up to <br />one-half of the total property, to the non-profit corporation. <br />Commissioner Moretz seconded the motion. After further discussion <br />Commissioner Cox moved to table the matter until more information <br />could be obtained from the City of Sanford concerning parking. <br />Commissioner Dossenbach seconded the motion. After more discussion <br />took place Commissioner Cox withdrew his motion to table the matter. <br />Commissioner Stafford amended the motion to transfer the building and <br />one-half of the vacant property, plus the land the building is <br />located on, to the Lee County Arts and Community Center, Inc. <br />Commissioner Garner seconded the motion, and upon a vote of the <br />amended motion, the results were as follows: <br />Aye: Garner, Stafford and Wicker <br />Nay: Cox, Dossenbach, Moretz, and Reives <br />The Chairman ruled the amended motion failed with a four to <br />three vote. <br />Upon a vote of the original motion to transfer the building and <br />one-half of total property to the Lee County Arts & Community Center, <br />Inc. the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Moretz, Reives, Stafford and <br />Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered renewal contracts between the County of Lee <br />and Harnett County and the County of Lee and Johnston County for <br />provision of residential services for Youth Services. County Manager <br />William Cowan told the Board these renewal contracts are the same as <br />in the past, with no changes. Commissioner Reives moved to approve <br />the renewal service agreements between the County of Lee and Harnett <br />County and the County of Lee and Johnston County for provision of <br />residential services for Youth Services. Commissioner Dossenbach <br />seconded the motion, and upon a vote, the results were as follows: <br />009 <br />9 <br />
