0 not 16 prc4
(in two locations) concerning an amendment to a previous resolution
creating the Joint Airport Commission. The minutes should read
"Board of Commissioners for the County of Lee". Commissioner Moretz
moved to amend the resolution entitled "Amendment to Previous
Resolution Creating Joint Airport Commission" which was adopted by
the Board and appears in the minutes of the meeting held on August 3,
1992, by deleting the words "Aldermen of the City of Sanford" in the
resolving clause and in Section 3, and in lieu thereof inserting the
words "Commissioners for the County of Lee" so that as amended the
resolving clause reads as follows: "NOW, THEREFORE, BE IT RESOLVED
by the Board of Commissioners for the County of Lee as follows:", and
Section 3 reads as follows: "Section 3. All resolutions of the
Board of Commissioners for the County of Lee in conflict herewith are
hereby repealed." Commissioner Reives seconded the motion.
Commissioner Moretz made the following statement, "The fact that I
have a small airport near Northview has absolutely nothing to do with
the operation of the new airport. If the new airport is built it
will not effect my operation one iota. My opposition stems from two
simple things 1) fiscal integrity and 2) necessity. This nation
cannot afford a new airport nor do we need it. What we need is
water, sewer, good schools and low crime which will bring development
to this County and not airports. This new airport will bring federal
money to build a runway and perhaps a taxiway but we'll be left with
a shell out there and we will wonder what went wrong. There will be
a few people who will make money on this project and I congratulate
them but the vast majority of people will lose on this project". He
further stated, "I would like to point out that there are those who
have said Lee County will be the laughing stock of the state and
nation if this project fails and we don't get this money - I don't
want to see that happen, and so I'm prepared to shut up about it and
let it go on, if it goes on, but if it fails be prepared for the I
told you so that will follow. If it succeeds I'll be the first one
to praise it". He further stated, "Franklin County has been said to
be strongly similar to the airport we will get. They have been in
operation for one and one-half years and they have twelve (12)
airplanes on their ramp and no hangars. I think the Federal money is
only going to pay for a landing strip and perhaps a taxiway out north
of town". Upon a vote of the motion, the results were as follows:
Aye: Cox, Dossenbach, Garner, Moretz, Reives, Stafford and
Wicker
Nay: None
The Chairman ruled the motion had been adopted unanimously.
The Board considered a deed of conveyance and preservation
agreement requested by The Lee County Arts & Community Center, Inc.
with respect to the Lee County Arts Center. County Attorney K.R.
Hoyle explained to the Board he had prepared a deed to convey the
Vas
8
