0 BOOK N pm,. 210 002 Representatives from various agencies in Lee County told what the United Way meant to their organizations. Chairman Herbert Hincks and Vice-Chairman Buddy Keller of the Sanford-Lee County Regional Airport Authority answered questions concerning a recent report submitted to the Board. The Board discussed contracts for painting of the Lee County Armory Recreation Center. This item was tabled at the last regular meeting. County Manager William Cowan and Public Works Director Kenny Cole discussed various bids which had been received and presented at the last meeting. The lowest bid went over approximately $3,000 from what was budgeted for this work because it was felt the ceiling should be painted along with the walls. The Board discussed the expansion of a parking lot at the Lee County Government Center. County Manager William Cowan and Public Works Director Kenny Cole told the Board eighty-nine (89) additional parking spaces were needed to accommodate the Government Center and the Lee Harnett Mental Health Center. Mr. Cole submitted a parking lot design to the Board showing the proposed plan, which the City of Sanford is currently reviewing. Mr. Cowan recommended bids be obtained for this project. The Board discussed the proposed fuel dispensing system for the County of Lee and the Lee County Schools. County Manager William Cowan and Public Works Director Kenny Cole discussed with the Board the two sites in question - 5th Street and Cox Maddox Road. It was felt that the 5th Street site would be a better central location for everyone. Mr. Cowan recommended to the Board bids be obtained for this project. The Board discussed a water system participation poll for the proposed Phase I Lee County Water System. County Manager William Cowan and Public Works Director Kenny Cole told the Board Farmers Home Administration required the County conduct a poll prior to a commitment letter-or funding from their agency. Mr. Cole had obtained a copy of a brochure, which Bladen County used recently, outlining various points of information. Lee County will prepare a similar brochure and distribute to proposed customers prior to construction of the distribution system in the Phase I area. A proposed $75.00 tap fee is suggested for customers wanting to tap on when the construction line goes across their property. Commissioner Cox asked the Board to consider repealing the Resolution of granting extraterritorial jurisdiction to the City of Sanford. Chairman Bob Anderson from The Lee County Citizens for Property Reevaluation & Tax Reform appeared before the Board and presented seven (7) issues of concern to the Board from his organization. 2
