0 BOOK N pm,. 210 <br />002 <br />Representatives from various agencies in Lee County told what the <br />United Way meant to their organizations. <br />Chairman Herbert Hincks and Vice-Chairman Buddy Keller of the <br />Sanford-Lee County Regional Airport Authority answered questions <br />concerning a recent report submitted to the Board. <br />The Board discussed contracts for painting of the Lee County <br />Armory Recreation Center. This item was tabled at the last regular <br />meeting. County Manager William Cowan and Public Works Director <br />Kenny Cole discussed various bids which had been received and <br />presented at the last meeting. The lowest bid went over <br />approximately $3,000 from what was budgeted for this work because it <br />was felt the ceiling should be painted along with the walls. <br />The Board discussed the expansion of a parking lot at the Lee <br />County Government Center. County Manager William Cowan and Public <br />Works Director Kenny Cole told the Board eighty-nine (89) additional <br />parking spaces were needed to accommodate the Government Center and <br />the Lee Harnett Mental Health Center. Mr. Cole submitted a parking <br />lot design to the Board showing the proposed plan, which the City of <br />Sanford is currently reviewing. Mr. Cowan recommended bids be <br />obtained for this project. <br />The Board discussed the proposed fuel dispensing system for the <br />County of Lee and the Lee County Schools. County Manager William <br />Cowan and Public Works Director Kenny Cole discussed with the Board <br />the two sites in question - 5th Street and Cox Maddox Road. It was <br />felt that the 5th Street site would be a better central location for <br />everyone. Mr. Cowan recommended to the Board bids be obtained for <br />this project. <br />The Board discussed a water system participation poll for the <br />proposed Phase I Lee County Water System. County Manager William <br />Cowan and Public Works Director Kenny Cole told the Board Farmers <br />Home Administration required the County conduct a poll prior to a <br />commitment letter-or funding from their agency. Mr. Cole had <br />obtained a copy of a brochure, which Bladen County used recently, <br />outlining various points of information. Lee County will prepare a <br />similar brochure and distribute to proposed customers prior to <br />construction of the distribution system in the Phase I area. A <br />proposed $75.00 tap fee is suggested for customers wanting to tap on <br />when the construction line goes across their property. <br />Commissioner Cox asked the Board to consider repealing the <br />Resolution of granting extraterritorial jurisdiction to the City of <br />Sanford. <br />Chairman Bob Anderson from The Lee County Citizens for Property <br />Reevaluation & Tax Reform appeared before the Board and presented <br />seven (7) issues of concern to the Board from his organization. <br />2 <br />
