When the allotted time for all registered speakers expires <br />or the hour of p.m. arrives, whichever first occurs, the <br />Chairman or his designee shall declare the hearing ended. <br />5. The Chairman or Vice-Chairman shall preside and shall have <br />authority to maintain order and decorum in the conduct of the hearing. <br />Persons who interrupt or disrupt the proceedings should be admonished <br />one time by the presiding officer and thereafter should be removed from <br />the chambers. <br />6. The purpose of the hearing is to afford citizens an <br />opportunity to present their views concerning the matter under <br />consideration. Those in attendance should be advised that the law does <br />not require the Commissioners to answer questions. <br />Commissioner Dossenbach seconded the motion. After further discussion <br />commissioner Moretz moved to table the matter. Commissioner Reives <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Matthews, Moretz, Reives and Wicker <br />Nay: Cox, Dossenbach and Garner <br />The Chairman ruled the motion had been approved by a four to <br />three vote. <br />The Board considered a resolution from the Lee County Board of <br />Education offering a small tract of land on the east of Winterlocken <br />Drive. County Manager William Cowan told the Board the City of Sanford <br />had cut a road across the Ingram School site which isolates a small <br />tract of land adjoining the 17.85 acre tract previously deeded surplus <br />and offered to the Board. The Board of Education has now declared this <br />small tract to be surplus and offered it to the Board. Commissioner <br />Matthews moved to approve informing the Board of Education that the <br />Board of Commissioners has no interest in the surplus property and they <br />3 <br />
