After further discussion, <br />County Manager John Crumpton was asked to work with DOT representatives to revise the resolution <br />and present at a future meeting for consideration. <br />At this time, the Board took a five minute recess. Upon returning from recess, with all members <br />present, the meeting resumed. <br />The Board considered a report from Kimley -Horn and Associates on the Five -Year Community <br />Transportation Services Plan. Senior Services Director Debbie Davidson told Board members that the <br />County of Lee Transit System, in coordination with the NC Department of Transportation Public <br />Transportation Division, has worked with Kimley -Horn and Associates Transportation Consultants since <br />December 2009 to complete a Five -Year Community Transportation Services Plan for Lee County. <br />Several meetings of the general public, steering committee, advisory board and community <br />stakeholders have been held during the process. The plan has been presented to and approved by the <br />Lee County Transportation Advisory Board and needs final approval from the Board of Commissioners. <br />Mr. Mike Rutkowski from Kimley -Horn and Associates presented the Five -Year Plan. After the <br />presentation and discussion, Commissioner Parks moved to approve the Five -Year Community <br />Transportation Services Plan as presented. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, and Womack <br />Nay: None <br />Absent: Shook <br />The Vice Chairman ruled the motion had been adopted unanimously <br />The Board considered a Caterpillar Industrial Development Fund (IDF) Grant. Economic <br />Development Director Bob Heuts asked the Board to approve an application to the NC Department of <br />Commerce for $500,000 to pave Clyde Rhyne Drive at the Lee County Industrial Park. This project is <br />part of the commitment the State made to Caterpillar for expanding the manufacturing and assembly <br />plant in Lee County. Mr. Heuts stated the local match of $167,000 would come from the Economic <br />Development Administration (EDA) Grant. After discussion, Commissioner Hayes moved to approve <br />an Application to the North Carolina Department of Commerce and Resolution Approving the Submittal <br />of a North Carolina Industrial Development Fund Application, copies of which are attached to these <br />minutes and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, and Womack <br />Nay: None <br />Absent: Shook <br />The Vice Chairman ruled the motion had been adopted unanimously. <br />County Manager John Crumpton stated that he is finalizing budget information that will be <br />presented to Commissioners at the May 2, 2011 meeting. Mr. Crumpton stated he is waiting on the <br />budget request from the Board of Education, reviewing the community college request and will make <br />one more run through with county department requests.
