Once all taxes are current, the citizen can then be considered for a board or commission appointment. Citizens currently serving on a board or commission must have their taxes paid in a timely manner each year in order to continue serving on a board /commission /authority. A copy of the revised policy is attached to these minutes and by this reference made a part hereof. Upon a vote, the results were as follows: Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack Nay: None The Chairman ruled the motion had been adopted unanimously. The Board discussed the procedure used by Commissioners to appoint Commissioners to committees. County Manager John Crumpton discussed the Boards' Rules of Procedure that address the above - referenced procedure. Commissioner Reives stated he thought Commissioners should be asked what boards /commissions they wished to serve on instead of just being placed on boards. Discussion followed but no action was taken. At this time the Board took a five - minutes recess. Upon returning, with all members present, the meeting resumed. Assistant County Manager /Finance Director Lisa Minter presented the Monthly Financial Report for month ending February 2011. No action was taken. County Manager John Crumpton presented the Capital Improvements Plan (CIP) for FY 2012- 2016. After the presentation, Commissioner Oldham moved for the Board to hold a public hearing on the CIP during the 6 p.m., April 18, 2011 meeting. County Manager John Crumpton presented his Monthly Manager's Report to the Board which included the following issues facing Lee County: • Budget issues • Animal Control Ordinance revisions • Bids for natural light and padded cell projects at the Lee County Jail • Parks and Recreation pool issues • Endor Iron Furnace After discussion, Commissioner Oldham moved to approve the following recommendation from County Manager John Crumpton: A.
