Once all taxes are current, the citizen <br />can then be considered for a board or commission appointment. <br />Citizens currently serving on a board or commission must have their <br />taxes paid in a timely manner each year in order to continue <br />serving on a board /commission /authority. <br />A copy of the revised policy is attached to these minutes and by this reference made a part hereof. <br />Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed the procedure used by Commissioners to appoint Commissioners to <br />committees. County Manager John Crumpton discussed the Boards' Rules of Procedure that address <br />the above - referenced procedure. Commissioner Reives stated he thought Commissioners should be <br />asked what boards /commissions they wished to serve on instead of just being placed on boards. <br />Discussion followed but no action was taken. <br />At this time the Board took a five - minutes recess. Upon returning, with all members present, the <br />meeting resumed. <br />Assistant County Manager /Finance Director Lisa Minter presented the Monthly Financial Report <br />for month ending February 2011. No action was taken. <br />County Manager John Crumpton presented the Capital Improvements Plan (CIP) for FY 2012- <br />2016. After the presentation, Commissioner Oldham moved for the Board to hold a public hearing on <br />the CIP during the 6 p.m., April 18, 2011 meeting. Upon a vote, the results were as follows: <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager John Crumpton presented his Monthly Manager's Report to the Board which <br />included the following issues facing Lee County: <br />• Budget issues <br />• Animal Control Ordinance revisions <br />• Bids for natural light and padded cell projects at the Lee County Jail <br />• Parks and Recreation pool issues <br />• Endor Iron Furnace <br />After discussion, Commissioner Oldham moved to approve the following recommendation from County <br />Manager John Crumpton: <br />A. Place a hiring freeze on all departments. This freeze will affect all departments <br />and all positions that come open between the periods of March 22 — June 30, 2011 <br />4 <br />
