bola <br />concerning refund of sales tax. Mr. Tony Flinchum, CPA of Dixon-Odom <br />& Company and Finance Director Lisa Minter discussed with the Board <br />how the refund of sales tax for Lee County is handled. His company <br />would refile claims for the past three years and refund the County, <br />which would involve a one-time contract. Their charge would be 20% of <br />the first $100,000 discovered. The City of Sanford has been contacted <br />and is willing to contribute a share of the cost for this service. <br />Social Services Director Diane Lamb discussed with the Board the <br />changes that are currently being made in the welfare system from the <br />North Carolina Department of Human Resources. A program entitled <br />"Work First" is being implemented here in North Carolina. Mrs. Lamb <br />went over some of the proposed changes in the program and answered <br />questions of the Board. <br />The Board discussed the purchase of a solid waste vehicle for <br />Public Works. Public Works Director Kenny Cole told the Board he had <br />received bids for the purchase of a roll-off truck for the Solid Waste <br />Department. He told the Board $100,000.00 had been budgeted in the <br />1995-96 budget for this vehicle. The following bids were discussed: <br />Cavalier Equipment Company <br />Roanoke, Virginia <br />Primary Bid <br />$ 96 181.90 <br />Alternate Bid 1 <br />93,311.30 <br />Alternate Bid 2 <br />95,131.60 <br />Carolina Environmental Systems <br />Greensboro, NC <br />Primary Bid <br />$101,529.00 <br />Alternate Bid 1 <br />96,438.00 <br />Alternate Bid 2 <br />97,978.00 <br />Lodal-South, Inc. <br />Rockingham, NC <br />Primary Bid <br />$104,089.00 <br />He recommended to the Board that alternate bid 1 from Cavalier <br />Equipment Company in Roanoke, Virginia, at $93,311.30 be accepted. <br />The Board discussed an Order relating to public hearings. <br />Chairman Garner asked the Board to consider an order, which had been <br />tabled at the last regular meeting. <br />The Board discussed a concealed handguns ordinance. County <br />Attorney K. R. Hoyle told the Board the North Carolina Association of <br />County Commissioners had supplied a sample ordinance for County's to <br />consider concerning this new law which goes into effect December 1st. <br />The Board discussed illegal dumping in the County. Commissioner <br />Matthews shared with the Board photos taken near her home where <br /> <br />2 <br />
