voK 16 -rcF 216 <br />supplant funds appropriated by the member governments; and <br />003 <br />WHEREAS, in the event that a request is not made by a unit of <br />government for release of these funds to our Regional Council, the <br />available funds will revert to the State's General Funds; and <br />WHEREAS, in Region J funds in the amount of $48,015 will be used <br />to carry out the economic development plan approved by the COG Board of <br />Delegates and especially to improve the economy of the counties and <br />towns of the Region by strengthening ties to and consequently benefits <br />of the Research Triangle Park. <br />NOW, THEREFORE BE IT RESOLVED, that the LEE COUNTY requests the <br />release of its $3.083.28 share of these funds to the Triangle J Council <br />of Governments at the earliest possible time in accordance with the <br />provisions of chapter 324, House Bill 229, section 9.4 of the 1995 <br />Session Laws. <br />After some discussion Commissioner Matthews withdrew her motion to <br />approve the above resolution and Commissioner Cox moved to deny the <br />resolution and allow the funds to revert back to the state general <br />fund. Commissioner Moretz seconded the motion. After further <br />discussion Commissioner Reives amended the motion to table the matter <br />until Economic Development Director Don Moss could be present and <br />discuss with the Board how these funds assist economic development in <br />Lee County. Commissioner Matthews seconded the motion. Upon a vote of <br />the amended motion the results were as follows: <br />Aye: Garner, Matthews and Reives <br />Nay: Cox, Dossenbach and Moretz <br />The Chairman ruled the motion resulted in a tie vote. <br />Upon a vote of the original motion, the results were as follows: <br />Aye: Cox, Moretz and Reives <br />Nay: Dossenbach, Garner and Matthews <br />The Chairman ruled the motion resulted in a tie vote. <br />The Board considered surplus school property located at Carolina <br />Trace. County Manager William Cowan told the Board the property, which <br />consisted of one lot, was donated to the schools by a retired couple <br />from Southern Pines and was valued at $8,300.00. Commissioner Reives <br />moved to approve informing the Board of Education that the Board of <br />Commissioners has no interest in the surplus property and they may <br />dispose of it accordingly. Commissioner Moretz seconded the motion, <br />and upon a vote, the results were as follows: <br />Aye: Cox, Dossenbach, Garner, Matthews, Moretz and Reives <br />Nay: None <br />3 <br />
