07 <br />aooK 16 po~s~ 284 <br />SUBSTANCE ABUSE POLICY <br />OF <br />LEE COUNTY, NORTH CAROLINA <br />POLICY <br />The County of Lee (hereinafter the "County") is committed to a policy of maintaining <br />a work force free from the effects of drug and alcohol abuse. This commitment is based on <br />the belief that the County has a responsibility to ensure the safety of County employees and <br />the general public. <br />The County recognizes the moral and financial responsibility to the citizens and the <br />community to provide quality service in a timely and cost-effective manner. Substance abuse <br />by County employees affects the County's ability to live up to those responsibilities. The <br />County also has a legal responsibility to comply with the Department of Transportation's <br />expanded regulations for commercial driver license operators under Title 49, the Code of <br />Federal Regulations. Therefore, the County will not tolerate substance abuse at work but <br />will work with existing employees who are abusers to encourage rehabilitation. <br />PURPOSE <br />The County will implement a revised Substance Abuse Policy for the purposes of: <br />1.. Complying with Department of Transportation regulations. <br />2. Educating employees about substance abuse and the health and employment <br />consequences of working while impaired. <br />3. Training supervisors to recognize symptoms of possible substance abuse, and <br />the appropriate actions to take. <br />4. Providing substance abusing employees with the opportunity to seek <br />rehabilitation. <br />5. Ensuring the safety of employees and the public and the public's confidence <br />in the County government. <br />PERSONNEL AFFECTED <br />This policy applies to all classified, temporary, and appointed employees of the <br />County, as well as applicants for temporary or permanent employment. <br />1 <br />
